Purpose :

Welfare schemes for the lighter

Welfare Schemes of the Government of Gujarat, India for the children of the visually impaired, the hearing impaired, the mentally retarded, destitute elderly brothers and sisters and widows orphans.

The Government of Gujarat and the Government of India have implemented welfare schemes for people of all sections of the society and from time to time, more generosity has covered more people. Different laws have been enacted to empower persons with disabilities and to ensure their participation in the mainstream of development.

 

Laws Relating to Persons with Disabilities:

Individuals with Disabilities (Equal Opportunities, Protection of Rights and Enhanced Partnerships) Act – 1. The Person with Disabilities Act, 1995
The National Trust for the Welfare of Persons with Self-Determination, Brain Paralysis, Retardation and Multiple Disabilities Act, “The National Trust for the Welfare of Persons with Autism, Cerebral Palisy, Mental Retardation and Multiple Disabilities” Act (Act 44 of 1999).
Mental Health Act – The Mental health Act, 1987
Indian Rehabilitation Council Act ૧૯૯૨ The Rehabilitation councilof India Act, 1992
Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act Generally speaking, this law is called a Disability Act or PWD. Known as the Act. The Act aims to empower persons with disabilities. The three-word experiment, like Equal Opportunities, Protection of Rights and Full Participation, tells us all about the intention of the law. On the other hand, the law has tried to implement such provisions to ensure that persons with disabilities get equal opportunities, increase their participation and on the other hand end all discrimination tendencies.

The Parliament of India has enacted Article 2 of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act and has come into effect from 7th February. This law is an initiative to provide equal opportunities to persons with disabilities, to protect their rights and to provide them full participation so that they can be included in the society and get their rights.

The purpose of this Act is to empower persons with disabilities and get them involved in the mainstream. The law has made comprehensive provisions regarding law enforcement and enforcement mechanisms, disability prevention, education, employment, affirmative action, non-discriminatory approaches, research and development of manpower as well as recognition of institutions for persons with disabilities.

To protect and exploit the rights of persons with disabilities, the law recognizes ten types of disabilities as outlined below. The definition of disability in law is as follows.

A person recovering from a bleeding disease
Hearing impairment
Orthopedic impairment
Retard mental retardation
Mental illness
Autism
Cerebral palsy
10. Disability covered under the National Trust Act

The State Government has implemented this scheme for the purpose of giving financial relief in the expenditure of bus travel by the Disable persons for medical treatment of the children, social work, for educational purpose and for other works. Through which they can travel free of cost in the GSRTC buses within the jurisdiction of Gujarat State.

Scheme of free traveling in the GSRTC buses for Disable
  • The Disable person should possess the Disable Identity Card,
  • Must have 40% or more handicapness
  • To 100% blind persons,
  • To 100% Deaf persons.
  • The persons who have brilliance rate of 70% or below,
  • Permanent resident of Gujarat State is necessary.

The relief available to the co-traveller of the Disable persons in GSRTC buses :

  • 50% relief is given to the co-traveller of a Disable person having 75% or more handicapness,
  • 100% relief to the co-traveller of a blind person.
  • 50% relief is given to the co-traveller of a mentally retarded person.
Regarding taking out of duplicate Disable Identity Card when lost or due for cancellation.
  • If the Disable Identity Card is lost, duplicate Card is issued on an application on plain paper.
  • Duplicate Card is issued on submission of the Card which is due for cancellation to the office.
  • Free Travelling Pass is issued, if the application is submitted with complete details to the District Social Security Officer.
